Is a PrDP Alone Sufficient?<\/h3>\n<p>No. A Professional Driving Permit (PrDP) alone is not sufficient.<\/p>\n<p>The driver must hold:<\/p>\n<ul>\n<li>A valid Professional Driving Permit (PrDP)<\/li>\n<li>A valid Operating Licence<\/li>\n<\/ul>\n<p><strong>Difference:<\/strong><\/p>\n<ul>\n<li>The <strong>PrDP<\/strong> qualifies the driver to operate a public transport vehicle.<\/li>\n<li>The <strong>Operating Licence<\/strong> grants permission to transport learners for reward on a specific route and designated times.<\/li>\n<\/ul>\n<h3>3. Steps to Apply for a Scholar Transport Operating Licence<\/h3>\n<ol>\n<li>Application submitted personally to PRE Helpdesk for capturing.<\/li>\n<li>Verification process (SARS Tax compliance, SAPS 69 criminal record check). Registered on OLAS or NLTIS if compliant.<\/li>\n<li>PRE notifies Planning Authorities \/ Municipalities.<\/li>\n<li>Application published in Government Gazette for objections.<\/li>\n<li>PRE meets for hearing\/adjudication.<\/li>\n<li>PRE takes a decision.<\/li>\n<li>If approved, operating licence granted and vehicle documents requested.<\/li>\n<li>(Optional) Operator may appeal to the Transport Appeal Tribunal (TAT).<\/li>\n<\/ol>\n<h4>Requirements for Scholar Transport Operating Licence<\/h4>\n<ul>\n<li>Certified copy of ID \/ CK (for companies)<\/li>\n<li>Valid SARS Tax Clearance Certificate<\/li>\n<li>Clear route description (pickup &#038; drop-off points)<\/li>\n<li>Timetable<\/li>\n<li>Signed list of learners (prescribed format)<\/li>\n<li>Application fee of R627.66 (subject to change)<\/li>\n<li>Completed Form 1B<\/li>\n<li>Vehicle registration certificate &#038; certificate of fitness<\/li>\n<li>No criminal record relating to public transport operations<\/li>\n<\/ul>\n<h3>4. Exemptions for Remote Areas<\/h3>\n<p>There are currently no regulations providing exemptions or special provisions for remote or underserved areas.<\/p>\n<h3>5. Public Compliance Verification<\/h3>\n<p>There is no public database available. Parents are advised to request the following:<\/p>\n<ul>\n<li>Original valid Scholar Transport Operating Licence<\/li>\n<li>Professional Driving Permit (PrDP)<\/li>\n<li>Recent Roadworthy Certificate (not older than 3 months)<\/li>\n<li>For buses: roadworthy test every six (6) months<\/li>\n<\/ul>\n<h3>6.
